If you have TMs ready, evolve that Nidorino right after finding that Moon Stone.

The Moon Stone is the essential item. It holds energy that triggers Nidorino’s change into Nidoking. Think of it as a magical protein shake for evolution. Use a Moon Stone on Nidorino, and BOOM! You get Nidoking.

Nidorino doesn’t depend on levels for evolution after evolving from Nidoran♂ at level 16. As long as you possess that Moon Stone, your Nidorino can evolve regardless of its level.
